The event took place in the Fram Centre in Tromsø, and the official opening was conducted by the Norwegian Minister of Foreign Affairs, Jonas Gahr Støre and the Norwegian Minister of Fisheries and Coastal Affairs, Lisbeth Berg-Hansen.
